Congress Introduces Humane Retirement Act - National Humane Education Society

This year, dogs and cats who have spent most of their lives in laboratories and research facilities may get a chance at a “normal” life thanks to NY Rep. Kathleen Rice, who spear-headed the bill entitled “The Humane Retirement Act” or H.R. 2850. The bill, which was introduced in Congress just two months ago, would require federal research agencies to help retired research animals live out the rest of their lives in the comfort of a forever home rather than be euthanized.

In the animal research world, most animals who are used in laboratory testing and research are euthanized when the facilities no longer have use for them. After years of trauma and suffering, even the healthiest of dogs and cats are not given a second chance at a happy life. Legislators are finally beginning to stand up against this senseless cruelty by pushing this new bill, which is just in its beginning stages.

Although NHES supports a future in which NO animal is exploited in laboratories, the passage of The Humane Retirement Act would be a huge step in the right direction. For more information about the inhumane treatment of animals in research, please visit our Animals and Science page.

    Please pass this act. Anyone with a pet can tell you how it enriches their lives. Children learn empathy and responsibility and get the added bonus of a boost to their immune systems. The elderly live longer, stronger lives as they have someone else to car for and a reason to get up in the morning. Please pass this act!

    White Coat Waste Project Inc has been trying to get a bill passed so the animals can go to rescues, so they can find forever homes. It would be wonderful if HSUS joined forces with them to get this done, and all VA laboratories abusing all animals – dogs, cats, primates, farm animals – are shut down permanently.

    Hats off to Kathleen Rice!!! So proud of you for getting the Ball rolling. It’s about time for these innocent animals to know and feel some love and compassion, for all the hell that they’ve been put through. No animal deserves to be tortured and abused for medicine, none. You can bet I’m contacting BOTH PA Senators and tell them to do the RIGHT thing and support this Bill.

    Thank you for this. I don’t agree with animal testing. There are cruelty free alternatives and I hope this is the first step to abolish animal testing for good.
