Las Vegas Voters Demand Better Animal Welfare Laws After Dog’s Tragic Death - National Humane Education Society

Paws Down! To the North Las Vegas City Council and Animal Control for failure to enact and enforce stricter animal welfare ordinances in their city.

The average high temperature in Las Vegas in August is 104 degrees. While most Nevadans shelter from the heat and sun in their air-conditioned homes or workplaces, unfortunately this was not the case for Lily, a dog who spent the last day of her life stuck on the end of a chain, baking in the arid heat with no shelter or shade. A concerned citizen called animal control, but it took nearly ninety minutes for the authorities to arrive, and it was already too late. Lily’s careless owner merely hosed down her body and put her underneath a trampoline before going back inside his cool and comfortable home, which had been off-limits to Lily.

Not surprisingly, animal welfare groups and the general public are enraged. One group, Nevada Voter for Animals, has launched a campaign and petition to strengthen animal cruelty laws and enforcement in the state of Nevada. Click here to sign the petition. The North Las Vegas City Council is waiting for more evidence from the case, as well as Lily’s necropsy results, before making crucial improvements to the city’s severely lacking animal cruelty ordinances.

Take Action: Never leave a dog unattended on a chain. Never leave a dog outside in the elements with no shelter or water. When it is extremely hot or cold, dogs need to come inside, away from the sun or elements. If you see a dog struggling like Lilly did, call Animal Control/emergency services IMMEDIATELY. Animals’ lives depend on our compassion!

    Why do people like this even own an animal?
    How can people be so cruel.
    Laws must be stricter and enforced. Anyone who allows anything like this to happen should never be able to have an animal again.

    I agree with the comments. The owner should have been chained outside and the dog inside watching. Someone who does not think every life is worthwhile cannot be much of a human being.

    An animal is not owned, they are a gift that we choose to have, think before putting any creature in jeopardy, you chose to be responsible for your pet now grow up and do the right thing or do not take on the responsibility. Let the punishment fit the crime and stop the abuse.

    No animal should be kept outside no matter what the temperature may be. All animals should have protective homes/dog houses to keep them out of the elements. Also all animals need to enjoy playing and activities to keep them in shape and healthy. This also includes being sure that animals are given water and food regularly. If a person cannot do this, they do not deserve to own an animal and it is considered animal abuse!

    This owner is a real IDIOT!! I want to put him/her in a FUR COAT and lie outside in the hot sun with NO SHELTER OR WATER, and see if they can survive. How STUPID can you people be? Have you no COMMON SENSE?? They need to be barred from owning another animal and heavily fined. A picture of this innocent pooch and the story should be place in the towns’ newspaper and embarrass the hell out of them, make a public spectacle of them. IDIOTS!!!!!

  10. The problem in this country is that the courts do not follow threw and hold the animal abusers accountable. I blame the judges and sometimes law enforcement for not holding these monsters accountable. Also, the state legislators should make strict and tough laws, and make these so-called humans pay with both money and jail time.

    UPDATE from Nevada Voters For Animals on Lily’s Law. Thank you for sharing this important petition. We are glad to report not only did we pass heat related laws to protect pets in North Las Vegas in Dec 2020, we also passed similar laws (Lily’s Law) in the City of Las Vegas in spring 2021. While many lives were lost in the extreme record southern NV temps in the summer of 2021, many lives were saved because of Lily’s law. She did not die in Vain. Thank you to all who lent your voice for positive change.

    Lilys law: In NLV & LV when temps reach 105 degrees Additional Cooling is required. Animal Control can and did take action to warn, cite owners and rescue many dogs because of this new law but they were overwhelmed. Sadly, in the desert the we often surpass 105 in the summer.
