North Dakota Says No to Animal Cruelty Bill - National Humane Education Society

To The House Agriculture Committee who decided not to pass a bill that would have kept animals from being adopted by animal abusers.

Studies have shown that when individuals knowingly inflict harm to animals, it is probable they will do the same to humans. With this knowledge, legislators throughout the United States are trying to make it difficult for abusers to adopt animals by creating animal abuse registries and increasing the penalties for animal cruelty.

Currently, North Dakota does not have strong laws to help protect animals. According to a recent news article, some lawmakers were trying to change that with House Bill 1445. This bill would have made it impossible for animals to be adopted by individuals convicted of animal abuse. The abusers would have also faced a Class A misdemeanor charge. Sadly, it was denied 8-90. The significant opposition was due to how the bill was worded.

Take Action: North Dakota residents, contact your legislators and ask them to support laws to keep companion animals out of the cruel hands of abusers.

    HOW SHAMEFUL NOT TO HAVE A BILL THAT WOULD PROTECT INNOCENT ANIMALS FROM ABUSERS! IF YOU DON’T LIKE THE WORDING CHANGE IT BUT YOU NEED TO GIVE PROTECTION TO THESE ANIMALS!!!

    Please help our animals here, DO NOT LET ANIMAL ABUSERS ADOPT!! Every day I pray for every animal in all the shelters, I had a cat for 14 yrs. And I can’t imagine someone being the slightest mean to her, Their so helpless, I will pray that this law changes for them from a No to YES, PLEASE HELP THEM, GOD BLESS ALL ANIMALS

    Of course, that is not the foremost reason to treat animals humanely – the reason is because of the “humane” part of the word. It is the decent thing for us to do. We KNOW that animals can suffer like us – therefore it is incumbent on us as humans to do the right thing in life, and where animals are concerned, this means treating them humanely.

      You are absolutely right, Ms. Perron! We treat animals with kindness because it is the humane thing to do. Unfortunately, not all people see it this way, so sometimes we must convince them with facts and statistics that they can relate to more easily.

    North-en New York State, have a spay/neuter program in a mobile clinic for low income persons Celebrating our 25th anniversary. Our logo is Spay-Neuter-Now, Ltd, Prevention & Education. I am working on an addition to our program re cruelty I believe over population contributes to animal cruelty. 100% believe that abuse registries is a great beginning.

    ! North Dakota – Shame on you! You need to have strong anti cruelty laws. Animals are sentient and need to be protected.

    How dare you!!! These poor animals did not do anything wrong and you are ok with people killing them! Why won’t you just pass the bill. They do not deserve this. This is UNJUST!!!!!!!!!!!!!

    I’m actually seeking some help right now not animal cruelty but it does involve a dog
    So our 18 year old dog sitter messaged me two weeks ago and asked if we still wanted a small dog we said yes she then told me that her dad said we need to find him a new home I then asked price she said her dad paid 1000 for him so anything we would want to pay if anything I said well with our recent dogs health and losing him to his illness we didn’t want to spend money she then texted back and said my dad said he’s sorry to hear about our dog and we could just have the dog I call the vet the next day for vet record transfer they called the mom and notified her the daughter tagged mom in my post online the night we got him so she knew he was rehomed she comes back home and goes to the cops and wants her dog back do I have to give him back I told the city we took him in had him licensed under my name vetted him microchipped him and he has been registered for emotional support I have all his credentials to prove it please help the cop here in town is trying to bully us on giving him back

    • Hello Sam,

      I am so sorry that you are having to go through that. I suggest showing the police officer screenshots of the text conversation where she relinquished the dog to you. If you continue to have problems after that, you could get a lawyer involved that deals with animal cases.
