U.S. Congress Introduces Humane Cosmetics Act - National Humane Education Society

Update (9/30/2022): The Humane Cosmetics Act did not pass.

November 21, 2019

On Monday, November 19, four U.S. senators introduced the historic Humane Cosmetics Act that would federally ban animal testing on cosmetic products produced and sold in the United States. Senators Martha McSally (R-AZ), Cory Booker (D-NJ), Rob Portman (R-OH), and Sheldon Whitehouse (D-RI) drafted the bill which will go to the Senate Health, Education, Labor, and Pensions Committee for further review.

This legislation comes right on the heels of EPA Chief Andrew Wheeler’s announcement that he plans to phase out all animal testing for chemicals and pesticides by the year 2035. While individual states are slowly passing new legislation to ban the sale of animal-tested cosmetics, the Humane Cosmetics Act would create a federal standard for cosmetics testing by the Food and Drug Administration.

If passed, the United States would join Australia, India, New Zealand, Israel, Turkey, and the European Union in a growing list of countries banning the inhumane practice of animal testing on cosmetics.

Take Action: Contact your senators by clicking here and tell them to get behind the Humane Cosmetics Act so that we can put cruel animal testing behind us! You can also help by only purchasing cosmetics that are labeled as “cruelty-free” and state that the product is not tested on animals. For a list of cruelty-free brands, click here.

The passage of the Humane Cosmetics Act is what we and all non-humans need to bring beauty that’s way more than skin-deep to the U.S.A.
Ending the testing on animals of cosmetic products and their ingredients is closing a door on inhumane cruelty and opening doors to higher quality test results and healthier products for people. Let’s get in-step with more humane nations and pass this!
