Hendersonville, NC, is joining the list of towns in the United States that have passed restrictions on dog tethering. Keeping a dog on a chain for hours, days, and years at a time dramatically diminishes a dog’s psychological and physical welfare. Despite this, state laws seldom address the practice commonly known as “dog chaining” – leaving counties and cities to pass local ordinances to inhibit the harmful practice.

In early July, city council members in Hendersonville, NC, which is home to about 13,500 people, unanimously voted to limit the amount of time a dog can be chained to no more than 2 hours in a 12-hour period. The minimum age for tethering puppies was also raised from 4 to 6 months.

Take action. Residents of Hendersonville, NC, contact your city council members and thank them for passing this important local law. Residents of other locales, contact your city council and county commission and urge them to place more restrictions on dog tethering in your area.

    Where can I report an animal that is chained all the time?
    There is a house whose owners have a dog chained to a tree all 24 hours, it doesn’t matter if it’s cold or hot, this dog is in a small space 🙁

      Please contact your local animal control, which usually operates out of your sheriff’s office or police department. Depending on your local and state laws, those dog owners may be breaking the law. Regardless of the status of the animal cruelty laws in your area, an animal control officer would be able to check the dog’s welfare and speak to the owners about proper care of the animals.     So if a person has a dog or dogs outside that is chained, but has a dog house, food, and water everyday, is this illegal. I work, my dogs are bigger dogs, and I do love them very much.
