Paws Up! To Governor Ron DeSantis for protecting animals from cruelty with his ratification of House Bill 255 , also known as “Dexter’s Law”.
In the past few decades, the number of individuals who recognize their companion animals as a core member of their family continues to grow. We know that they have complex needs and sensitive feelings, just the same as ours. One of the greatest needs our furry friends have is protection from harm. Governor Ron Desantis of Florida has recognized this vital need by signing HB255, also known as “Dexter’s Law”. This legislation to amplify the legal punishment for animal cruelty was sponsored by Representative Linda Chaney and Senator Tom Leek following support from the Florida community, led by animal activist Debbie Darino.

The founder and president of “Ponce Animal Foundation“, Darino is no novice to advocating for animal welfare in her home state. Both Darino’s advocacy and the name of this legislation were inspired by the story of Dexter, the heartbreaking tale of a gentle-hearted dog who lost his life at the hands of a human not long after being adopted from a shelter. Dexter’s law establishes a sentencing multiplier of 1.25 for all individuals convicted of aggravated animal cruelty, contributing to increased likelihood of jail time and other punitive punishments. In addition, starting January 1, 2026, the Florida Department of Law Enforcement will provide a searchable database of all who have committed an animal cruelty violation such as cases of physical cruelty, animal neglect, and transporting an animal in a vehicle in an unsafe or cruel manner.
Florida is only the second state in the nation to maintain a statewide animal abuser registry list, following the state of Tennessee’s example set a decade earlier. Expanding this registry statewide will give shelters and rescues a vital resource to protect any furry friend from being inadvertently placed in a home where they could suffer abuse or neglect. As NHES covered back in 2022, other bills have been proposed to create the same type of registry, and were unsuccessful in moving on from subcommittee discussion. It is a huge win for animals in Florida that this legislation has passed!
It is our belief that no animal should have to experience the pain and suffering Dexter felt, in any state of the country. That is why NHES annually collects petitions calling for statewide animal abuse registries from those on our mailing lists and sends them to each and every governor across the nation. Like Debbie Darino, we must all do our part in standing up for the protection of innocent animals’ lives! Dexter’s Law represents a shift towards proactively defending animals from cruelty, and acknowledging the crimes done against them with increased punitive justice. We are hopeful that the passage of this legislation will inspire more to be a voice for the voiceless like Darino, and more states to step up to defend the safety of our loyal furry friends.
