Update: CA Governor Newsom Signs Bill to End Captive Donor Dog Blood Banks - National Humane Education Society

Paws Up! To California Governor Gavin Newsom for signing AB-1282 which will phase out the cruel practice of captive dog blood donation.

October 15, 2021

California will now allow veterinarians to open volunteer community blood donation banks for dogs, a practice that, up until recently, was illegal in the state.

Before the passage of AB-1282, veterinarians could only receive dog blood for use in treating dogs suffering from traumatic injuries or who need blood transfusions from captive donor facilities. These captive blood banks consisted of groups of dogs–often retired or rejected racing greyhounds due to their universal blood type–caged for several months in laboratory facilities as they had their blood drained from them. California legislators Wilk and Bloom wanted to change that, and together they drafted AB-1282 and it succeeded in both the Assembly and the Senate.

Beginning January 1st, veterinarians will begin applying to open up volunteer community blood banks, according to this article. After the supply of voluntarily-donated blood meets the demand throughout the state, Governor Newsom will give the two remaining captive donor dog blood banks 18 months to find loving forever homes for their captive dogs and give up their licenses.
